On January 31, the tsar learned that the cruiser Boyarin had also hit a mine—this time a Russian one— and sunk. The navy appeared terribly unprepared for war. This was exceptionally disheartening. If Russia had a national pet, it was its navy. By 1904, the Russian navy was two centuries old. It had been built by Nicholas II’s ancestor, Tsar Peter the Great, virtually from scratch. In his efforts to catch up with the rest of Europe in the 1690s, he understood that he did not have a chance unless he supplied his country with a modern fleet.

Even the most minor decisions had to be approved by Admiralty in St. Petersburg. The naval bureaucracy repressed initiative. It stole. It lied. It cheated. People could be promoted to high rank just because they looked imposing or cultivated the right grand duchess. In 1904, Russia had 100 admirals. England, with the biggest fleet in the world, had 69, France had 53, Germany had 9. Many Russian admirals had never been to sea as captains. More than one-third had not been to sea for more than ten years.
